Maksym Bakhmatov to Lead Techosystem as CEO
Techosystem, the leading civic union of Ukrainian tech ecosystem participants, announces the appointment of Maksym Bakhmatov as its new CEO. A renowned innovator, strategist, and business scaling expert, Maksym will drive the organization’s ambitious and aggressive goals: significantly increasing membership, expanding influence in the technology market, and integrating Ukrainian startups into the international community.His experience in creating innovation spaces, attracting investment, and implementing large-scale projects will be the driving force behind this strategy and strengthening Techosystem's position.
About TechosystemTechosystem is a civic union that brings together startups, scalers, venture capital funds, technology companies, and industry experts to create an ecosystem for Ukraine's innovative development. The organisation has 95+ members and supports technology companies at all stages of their growth and actively promotes the integration of Ukrainian startups into the international market.
The union operates on the principles of transparency and democracy, working through product verticals and strategic directions. The association is non-profit and operates at the expense of membership fees, as well as the support of donors and partners. All resources are used to expand the ecosystem, develop innovations, and integrate Ukrainian companies into the international market.
The Techosystem has ambitious plans for 2025: to increase the number of members to 500, open new regional offices, and create a physical space for startups that will become the core of cooperation and exchange of ideas between ecosystem members.

Direct comment from Kateryna Hrechko“It was an honor for me to be involved in the establishment of Techosystem in the summer of 2022, to lead and develop the union for 2.5 years. During this time, we were able to create an organization from scratch during the war, with limited resources, and bring it to the level of one of the leading tech unions in Ukraine. It was a challenging and incredibly interesting journey: in 2023 and 2024, the union won the ecosystem award “Union of the Year” twice, the community grew to more than 100 members, the team grew to 13 people, the Board was democratically elected twice, more than 20 important local and international partnerships were established, and over 70 projects were implemented.
The selection process for the new CEO was very thorough. I wish Maksym every success in his new role and hope that his management and business experience will contribute to the further development of the organization. The civic union is now moving to a new level with unprecedented challenges and prospects. For me, this is a moment of further personal growth and time to focus more on the new stage of my life and the role of a mother,” said Kateryna Hrechko, former CEO of Techosystem.
Techosystem's CEO selection processTechosystem turned to A-Players after a competition among recruiting agencies in Ukraine, choosing a partner with expertise in A-method hiring. The search for a new CEO was carried out by a team of headhunters, and the selection process was successfully completed in a record two months, which is twice as fast as the average market time.
Out of 153 candidates selected by A-Players, Techosystem interviewed only five finalists, which saved time and allowed the company to focus on strategic goals. As a result, Maxim Bakhmatov was chosen as the new CEO, as his unique experience and vision aligned with the ambitious plans for 2025. By accepting the offer, Maxim aims to make a significant contribution to the development of Techosystem.
About Maksym Bakhmatov and His Experience in the Technological Sector
Maksym Bakhmatov is a businessman, innovator, and expert in developing technological spaces and large-scale projects. He is a recognized leader in entrepreneurship, innovation, and effective management. His experience includes creating innovative spaces, attracting substantial investments, and consulting on state, private, and municipal projects. His notable achievements include:
● Development of UNIT.City: The largest innovation park in Eastern Europe, bringing together over 150 companies and creating more than 15,000 jobs.● Transformation of VDNH: Turning a neglected space in central Kyiv into a profitable and strategically important hub with over 150 million UAH in investments.● Office of Transformation: A public organization implementing numerous socio-economic initiatives, including the introduction of 4G in Kyiv's metro.
Maksym founded UkrGerman Enterprise (UGE) in 2005. In 2014, SoftServe, a leading Ukrainian software company, became interested in UGE. Together, they implemented a joint project valued at over $2 million, which became the largest tech project in Ukraine in 2014. In addition, he created UkrGameExport, a company that produced and promoted computer games, and NII VFX, a company within the Ledokol Bakhmatov Group that specialized in 3D animation and post-production.
Education and Professional Development
Maksym holds a degree in International Economics from Kyiv International University and an MBA from MIM-Kyiv. He is a graduate of the «Responsible Leadership» program at The Aspen Institute Kyiv and the corporate governance program at UCGA Ukrainian Corporate Governance Academy. His experience includes an internship in Switzerland and membership of the Supervisory Board of the Aspen Ukraine Initiative in 2015-2017.
Vision for Techosystem’s Development
In his new role, Maksym Bakhmatov intends to strengthen the organization’s regional development, increase membership, and enhance the quality of interaction within the community. He also plans to:● Develop partnerships with international investors, focusing on the EU, UK and US market (Silicon Valley).
Create a space for Techosystem members to meet and work.● Expand the union’s influence by opening offices in Ukrainian cities such as Lviv, Vinnytsia, Zhytomyr, Dnipro, and Rivne.● Launch new clusters and committees to enhance collaboration among members.

“Techosystem is a platform for stimulating the development of the Ukrainian technology industry. His openness, decision-making ability, and accountability are hallmarks of his leadership.
Projects and Achievements
Maksym's current activities within the Transformation Office are harmoniously combined with his new role, allowing him to implement development initiatives in Kyiv and other Ukrainian cities.
In addition to tech initiatives, Maksym is known for his charitable work, support of national businesses during martial law, and implementation of projects in the areas of urban infrastructure, energy efficiency, and digitalization of municipal services. His book Bakhmatov's Five-Year Plan has become an important contribution to the development of an entrepreneurial culture in Ukraine.
